Which stadium's have them? I have yet to come across any but have seen Yankee Stadium and Fenway screenshots on pc

Citizens Bank Park definitely does. I'm pretty sure Wrigley too.

Do they only show up on MLB the Show theme or do they work on Regional too?

I've only ever seen them on the Regional Theme.
