Yes they should but I don't think EA owns the NCAA license any further so that is the only reason they could not.

I think it isn't as easy to do as you believe it is. NCAA 14 is two hardware generations old.

They would have to get new licensing and essentially pay the players who's likenesses are in the game. Not going to happen.
