N3 Racing by Papyrus start up issue

Trying to run Nascar 3 on my desktop, Windows 10.

Issue I am running into is that all of a sudden when I start the game, it changes the screensize and is too large to use all the buttons. It's been a few years since I played the game on my desktop, is there a way to fix this issue?

I stumbled across copies of other old Papyrus titles recently (ICR2, N3 and NL) and wondered...

Just how easy/hard would it be to use the files from the older games to build them into a GPL mod?
