I haven't been a fan of Live in a long time, but I'm not a ***** either. Their screenshots usually always look good when EA releases them, my main gripe has been how it looks and animates when I play it. I'll reserve critique for the first actual gameplay video.

They did choose to skip the year. There was never an NBA Live 17 game that just "wasn't ready". They knew they needed a long development cycle to compete with 2K and EA as a corporation gave it to them. Back in 2015.

A basketball stadium does not have thousands of blades of grass to render or 60,000+ fans, or any weather or atmosphere lighting to worry about (day/night,etc).
That's why they chose to do PGA Golf first, then Soccer, then Football. The bigger and more outdoors the environment is, the more Frostbite makes sense.

This is why NHL and NBA Live are the last ones to get Frostbite, they have the least to gain.

Whenever Frostbite does come to NBA Live, it's not going to improve the graphics much, if at all, and will probably set the gameplay and animations back a bit. So, you should probably be grateful that they decided to focus on gameplay and animations instead of some fancy pants engine.

the two screenshots I've seen both have Lebron in them, could the chosen one be the cover guy?

NBA 14 had nice screen shots too. So let's all keep that in mind. Graphics has never been the problem for Live. So tread softly..
