I don't think it's broken in the sense that Konami programmed the game to have regens but I agree that they need to go.

In fact, the youth team in general needs a rehaul. They need to be comprised mostly of homegrown kids AND unique to each club.

I just hope they leave difficulty setting and AI override out of the exe files. I prefer full control over my modding, and exe tweaking is not something I know anything about.
