Pretty sure he just means anyone who gets the game will be able to carry over their career mode from the preulude, you dont have to pre order to play the prelude.

If you ever played 2k10 mycareer. It was something like this, you just had to buy it but the save transfers over. This one is free. You don't have to pre-order it so don't worry it will be a file transfer probably.
