Its only A now because at one point he was an A. His rating wont ever get back up to an A in the game. And the stars are players that were All Stars the year before or during that season i believe.

Players past their prime have the potential that they had coming up. Ichiro's time as an A player has come and gone, so he will continue to decline. Same goes for any older aging star.
