No sir - not related to EA Access. They had legends for XBOX only in FIFA 14.

Can you only play with these legends in Ultimate Team mode or can you play with them in any game mode?

At least I recognize more of these names. Still, this only effects the top % of people who spend (or get paid to spend) a ridiculous amount of coins on packs/players.
