I just called customer support and they told me there is no refund all purchases are finalized and game will be able to download at 5 pm est..

You got a bad support person, or they had a plan to hand out X number of refunds. There's quite a few that have gotten refunds. There are also a few that say actually getting your money back is even harder. So it may be a blessing in disguise, it may not be!

finally got to chat with an "agent" online..standard protocol convo but they said they would refund back to my PSN wallet and then CC after that..no telling when but makes me feel better since at 10AM I'm going right to gamestop to get a physical copy even though using a gift card lol

I funded my wallet through PayPal. I'll probably just dispute the charge through there if I don't get a refund.

I was told a few hours asked for a supervisor and was told definitely today it would be available for download then said unacceptable and I want a refund to my wallet.
He put me on hold for 5 minutes and came back with a case number and said it would take 5-7 days for the refund to be applied

Technically, quite a few have been told they will receive refunds. No one has received anything yet. He may have just gotten and honest agent.

FWIW I was able to get a refund. Talked to someone via Sony's chat and they tried to talk me into waiting for a fix as they were "working very hard" to get it going. I told them no chance, been a PS user for 18 years and this is completely unacceptable.

Got a confirmation number from them, went to WalMart, got a hard copy.
