Just read PES 14 is supposed to be one of the free Playstation Plus games in April. The article doesn't state whether it's for all regions. Would be a nice way to check out the game if you don't already have it and pay only the $5 for the world tournament DLC.

Just hooked up my PS3 just to play this game again. I am all over the DLC.

It'll be free for those European PS Plus members though, I'd have downloaded it for sure if it was on the American store.

What I did was make an EU account then I did the 14 day free trial of PS+ off of the store then downloaded the game and am now playing on my US account. I'd assume it would stop after my trial is up on the EU account but who knows.
