PC, yes. Three editing things primarily. First, I edited a formation file to allow for positioning of players anywhere on the pitch without changing their listed position. It's then possible to move default formations back to create defense-oriented teams. Second, I edited another formation file and switched all teams' default attack tendencies to low attack and high defense. This can then be further tweaked on a team-to-team basis, depending on the team's real-life playing style.
Lastly and the biggest thing by far, I use the CM13 editor to add more backs/defensive players to teams' default lineup. The editor is needed because otherwise the most backs one can have on the pitch is 5, and there are only a small handful of formations to choose from that utilize 5 backs. So now when I play top tier teams for example, I generally use a high-defense formation with 7 backs, 3 defensive midfielders and 1 central midfielder. I also create high-attack formations using the same method. The formation used in that last set of screens I posted above is my high-offense formation: 6 FWs, 3 AMFs and 1 MF.
