FWIW, I still haven't seen the PSN store update with its weekly content yet, which may be why you guys can't download the uniforms (i.e they haven't actually been added to the store yet). Nor has the Playstation blog been updated.

It is frustrating that we seem to be going back to the inconsistent store push times.
