Hope it's worth the upgrade this time. The 3 leagues I've been in forever still haven't switched from 11 cause 12 was wholly underwhelming.

12 was my first time with OOTP and I will not be purchasing another.

All it says is early April. But it usually isn't out until June (at least since I've been buying it, starting with OOTP 9).
