So, go back and look at the chart. From 2013 or so until 2016 you see teams DO improve. Specifically bad teams like San Jose State, but the powerhouses went up in average as well.

I was in the off-season going into my second year in my offline dynasty when I downloaded the new tuning sets...does this mean I have to start a new dynasty in order for the changes to take effect or will they be automatically applied to my current dynasty?

I am not 1o0% sure (your answer is buried somewhere in this thread between p10 and 20) but I think you will be using the "tuner" numbers if the game has not created the prospects yet. If you have gone past the point where it asks you if you want to make user created prospects, it wont but if not, it should.

I don't think it will be that long.They mentioned Aug 15th or so for the patch.
