I'm thinking the Lions should be in the 70s. They had a great offseason. I'm thinking anywhere from 70-73 would be a better rating.

Jags should be higher, they improved on their weakness by rebuilding the D-line in FA and the draft. Plus, all the rookies have another year on their belt, and Koetter is finally getting full control of the offense.

Bears should be a little higher. Not necessarily saying they're better then the Vikes or Pack but I think they'll be much more competitive with them this year. Cutler's going to have a bounce back year now that he knows his recievers and what he has a lil better and the D should be much improved with the addition of Peppers and the other less noticeable changes made to the D (not to mention getting Urlacher back).
