NHL's franchise mode is called Be a GM so yes. However, they have not specified whether you'll be able to play Be A GM as a CHL team in the CHL or if it's just integrated by having you scout these team's games/draft these players.

The last hockey game I played was NHL08 so I wasn't aware that it's now called Be A GM.

They need to have player rights in. So that the Leafs have the rights to Kadri, Kings to Schenn, etc...

They didn't have player rights for the European leagues, so I don't know, but it's very likely they'll do it for the CHL.

Now that they have the euros AND juniors, draft rights would be ideal. Since about 90% of first round picks are from those two places.
