Konami is making some interesting decisions with this game. I used a VPN to test multiple Steam store fronts and found the game is only available in a handful of countries. Looks like South Korea, Singapore, and Thailand have access, but a lot of other countries do not (Taiwan, etc.).

For the PS5 players, just wait for the game to hit like Amazon or something, because I was able to get the last game on PS4 that way.

My guess is before the end of July or the Japanese all-star game, would be weird to release a licensed NPB league game after that.

It will most likely be released during Olympics. NPB takes a break for Olympics and they show Ohtani in Japan uniform in what seems like promotional posing

Not Pro Yakyuu, but the other game. It does show the cartoon version of Ohtani in a WBC Japan uniform.
