In my Offline Franchise, Pete Carroll retired after the 2020 season. Playing as an owner, after the postseason ended, I suddenly have a new head coach.

Is there a procedure in Offline Franchise that allows me to hire a new head coach or create one of my own?

There is. You must of skipped over it. If you didn't make the playoffs, it's right after the regular season.
