I think the term you are looking for is "quotation marks" - not "quote tags."

You say "Quotation marks", I say "Quote tags". I work in SGML all day, so it's "only natural."

I never put whole "phrases" in quotes, but I do make those annoying hand "gestures" when I'm making a "point"...

I think Darkiller started it with the "Lance Armstrong lie" thread.
And guess what, he used it because it was a, gasp, quote. It was in fact a direct quote of the newspaper headline...
