Post Changing teams

I've seen that people apply house rules when they take over a expansion team for instance.

When I first started this game I made the choice to have my scout(?) sign all my draft picks. A few times I could have killed him , anyway if I take over another team (do all versions of FOF2k1 expand in 2017)will I have the ability to change the sigining of draft picks option?

I've tried looking for it before under Options but I don't see it.

I've only ever seen the league expand in 2002, 2009 and 2017. The scout singing draft picks is one of the key decisions you make at the beginning along with firing on/off and allow expansion teams that can't be changed later.

Question

So if I'm to put in house rules then I should retire at the end of this season and start over? That kind of stinks.

I just think it is important to have the ability to sign my own draft picks if I were to use house rules.

Maybe I'll try it anyway and keep letting my scout sign, see how it goes.
