odd ("backwards") trade AI
started a new career as washington. before any games, i try to trade mark carrier plus my 2001-5th to the eagles for their 2003-4th.
i get the "extremely close, a little more" message. i add my 2002-7th to the deal, which produces the "very close, a little more" response (we went backwards?). removing the 7th-rounder gets me back to "extremely close." i can toggle between the two at will...

I've noticed this also.
Often one-round-up trades will work if you drop both sides of the deal, that is you offered Carrier and a fifth for a fourth. Try Carrier and a sixth and for fifth. That should/might work. I have often noticed this phenomenon in FOF2000. And dropping down a notch likely gets the deal done. I think it is because more value has been given to the draft picks in the trade AI, and it is not equal between rounds. So carrier could be equal to the difference between the 5th and 6th rounds, but less than the difference between the 4th and 5th rounds. Before, if you wanted to trade up a round, you had only to offer the round below plus a 7th. The 7th round pick is no longer equal to the difference between each round.

i understand what you're saying: that carrier + 6th for a 5th might have got it done.
still, the situation i described seems wrong: carrier + 5th for a 4th was "extremely" close. but after improving the deal (carrier + 5th + 7th for a 4th), the response drops to "very" close...
