Vlad III of Romania was known for his exceedingly cruel forms of torture and punishments and for serving as the primary inspiration for the Dracula character. Reading the methods he used to kill people will turn your stomach. While he didn't lead a nation as big as the one Stalin or Hitler did, I don't think there has ever been anyone more evil.
