FOF: Rookie Holdouts and the Franchise Tag -- Bug or Feature?

So I've just recently found out that you can take a rookie who's held out all year, put the franchise tag on him, and he stays on your team for the next season, not re-entering the draft. What's also weird is that he stays a rookie -- which makes sense, I guess, since he never really got any experience the season before. Kind of neat. Is the game intended to be like this, or is it a bug?

bug

edit - not a bug in the sense of a programming error, just something the developer never thought to address, because it's something that couldn't happen in real life.

You'll save millions when you go to sign him to a long term deal. For a top 10 player it will be over 10 million compared to how much he was wanting as a rookie.

Who would be so stupid to let his top10 pick sit out his rookie season? Or it has to be a minor bust being worth only half of the salary request...

For the record, I never mentioned that this happened in a multi player league.
