I think the odds are fairly high that this game has been on their site since well before the Asian tsunami.

If you go back a level on the site, you can see that this is one of numerous little kid games/activities/etc on the FEMA site. http://www.fema.gov/kids/games1.htm

I suppose there's some question whether gaming any of the various natural disasters is in good taste (for example, living in the Southeast or the Midwest, tornadoes are about as "recreational" as earthquakes are in the West, etc), but I think this becomes a lot less gasp-inducing as soon as you realize isn't specifically connected to the recent tsunami.

I have to admit, I double-checked to make sure that this was legit, but I knew there was a pretty good chance it was since I saw the FEMA for KIDS stuff for the first time several years ago.
