Nope.

Why should he even be considered? Without Bradshaw, he's likely out in Pittsburgh by 1973 or 74. Just a footnote in NFL history.

It's silly to claim that Belichick isn't a first ballot Hall of Famer.

Noll also cheated and had a 3rd round pick taken away at one point for running illegal practices with pads in the off season. So maybe he should be out of the hall of fame. He and the steelers media at the time were pissed - that someone told on them. It was a different time.....there's so many stories you can read about the old time coaches and their gamesmanship. None of them would have survived today.

Plus those late 70s Steelers were one of the forerunners of steroids in sports.

Belichick has perfected (maybe invented himself) the art of designing plays where two receivers work together, with Brady, to make dynamic reads that get one of them open.

When you have two such receiver pairs and a quarterback who gets the ball out as fast as Peyton Manning, you have a system that presents a stress on defenses unlike any other.

For this to work, Belichick's personnel demands are very different. He needs receivers to run exact routes and make correct reads on every play. He needs a quarterback who can make the same reads. Brady wouldn't be Brady without Belichick - and vice versa.

Given the constraints of the salary cap, Belichick has created a system that wins at a level that could be considered far beyond any other system in NFL history.

By that definition of cheating, it's best not to have a HOF at all for these sports.
