What is Q-Rated?

I was reading about the top 10 NBA rookies of all time on ESPN.com and during the paragraph about Shaq they noted that he "Q-Rated through the roof". What does that mean? I googled it and all I got was 3 responses, and they were all porn related. So anyways, 30 minutes later here I am, posting about my original query

The Q rating has something to do with recognizability, doesn't it? I remember about 10-15 years ago, Mario (you know, Luigi's brother) had a higher Q-rating than Mickey Mouse, which scandalized the adults who thought Mickey cartoons were less harmful for your brain than Mario video games.

Go figure.
