The second thing and more pertinent to the sympton above is that in the later symptomatic stages, the victim experiences paralysis of the jaw and throat muscles. So he/she can't swallow, and would probably choke to death if water was forced down their throats. It's really a fear of any liquids. Most interesting to me is that the foaming of the mouth is a result of this--the foam is from saliva gathering in the mouth for days without being swallowed. The victim can't swallow the saliva.
