Why can't the Pro Evolution Soccer Series include Bundesliga

I prefer Pro Evolution Soccer (PES) over FIFA in just about every way possible. The only reason I play FIFA is because they have the Premier League, Bundesliga and MLS with the teams' actual kits. While PES does have a generic version of the Premier League, they do not include a generic version of Bundesliga which is very frustrating. Why are they able to include a Premier League but not the Bundesliga league?

Good question. The last time that Bundesliga had a generic version was PES5. Generic team names and badges but all the players were legit.
