After only eight total yards of offense in the first quarter, Webb got going in the second quarter tossing two jump-ball touchdowns to Carlos Strickland, then finding a wide open Vic Wharton just before halftime to take a 21-7 lead into the locker room.
Webb threw for 332 yards and five touchdowns.
Royce Freeman busted a 44-yard run for the Ducks just after halftime to make it a game again, but Webb still had the hot hand connecting with Wharton on a 28-yard touchdown strike then Kanawai Noa on an 11-yard strike to end the third quarter up 35-14.
The Ducks finally got going in the fourth as Freeman found the end zone again and Vernon Adams Jr. connected with Dwayne Stanford for a second fourth-quarter touchdown, but there simply wasn't enough time left for Oregon.
Wharton had over 100 yards receiving and two touchdowns.
Webb finished the day 30 of 46 for 332 yards and five touchdowns to just one interception and Khalfani Muhammad added 71 yards on the ground on 12 carries for the Bears.
Wharton led the receiving corps with six catches for 106 yards and two scores, but Noa also caught seven passes for 81 yards and Hansen pulled in seven for 71 yards. Strickland finished with five catches, 49 yards and two touchdowns.
Oregon (2-3) dropped its third consecutive game against a ranked team and Cal won its fifth straight (5-0).
