Webb was nails before exiting the game with a minor back injury.
Webb hadn't missed a receiver yet, when he left the game 10-of-10 for 112 yards and a touchdown. He was injured, when he tucked the ball and went upfield for extra yardage when no receivers were opened and fumbled the ball away at the point of contact.
However, Bowers stepped in for the injured Webb and completed an astounding 19 of 23 passes for 281 yards, two touchdowns and just one interception as the two Cal quarterbacks completed a combined 88 percent of their passes.
Khalfani Muhammad and Bowers combined for 130 yards on the ground on 20 carries and four Golden Bear receivers - including Khalfani - passed the 70-yard mark on the day.
Hansen's 49-yard touchdown silenced the crowd at Sun Devil Stadium.
Both teams exchanged scores for the entire first half as the Sun Devils went into halftime up 21-17. The Golden Bears (4-0) quickly gained the lead in the third quarter, but Arizona State wasn't going to let it slip away easy.
Zane Gonzalez hit a 41-yard field goal in the fourth for the Sun Devils (1-1) to tie the game 24-24, but Bowers would find Chad Hansen on a 49-yard strike for the go-ahead score to start conference play off with a win.
