The Mono web page says that mono installs to:
/Library/Frameworks/Mono.framework/Versions/Current/bin

So try using the full path in the command:
/Library/Frameworks/Mono.framework/Versions/Current/bin/mono --arch=32 TSBToolSupreme.exe

Hey man! No matter what it seems like my 2020 nfl 2k5 franchise schedule wont stick. even using your editor...games get shifted up and the schedule never balances out. Even when I leave it in 2004, it wont stick. Any suggestions?

You gotta make sure you have mono installed.
open up a Terminal, (you can use 'which mono' at the Terminal to make sure your Terminal can find mono)
then:
> mono --arch=32 TSBToolSupreme.exe

No, the shutdown should not affect your computer. That command should still work as far as I know.
Maybe you're not in the correct folder?
I'd suggest going through a macos command line tutorial to give you a better understanding on using it.
