umm as far as i know you only need 2-5 comments in forums, then it should let you

IchBinDeutsch, I have tried a few sets, but nothing quite worked to my liking. So I have been playing on one I made. I lower the user ratings by 5-10, and increase the speed differential. I'm sorry I can't be more specific, but I do this more for fun than anything else. I'm glad you enjoy it!
