Players Not Willing to Relocate

I am having an issue with swapped teams in manager career mode. I have swapped FC Dallas with League Two team Mansfield Town FC. When I try to sign players from France, Germany, or Italy, players are not willing to relocate. I thought sure, I guess that makes sense (even though I've never had a problem getting players to come to England before). But then even players from England were not willing to relocate. My question is, is FC Dallas still considered a team from Dallas, TX USA? Or are they now considered a team from England?

I have the same problem with my liga mx cm but the mls cm you can sign anyone u want

Like the other guy said, it's most likely because you are in the lowest league, especially if you are going after players in top divisions (or even second divisions) in other leagues.

Usually when I did League 2 teams in the past, I'd try to get a bunch of loans until I got up to the Championship. Once you get there it becomes a bit easier to sign players.
