Signing Free Agent/Roster Question

Hey guys- long time player but I don't really get too involved with roster management things other than sending guys up and down from my farm system. I play as the Mets, and I want to reunite Conforto with his old team. I tried to sign him (and other FAs), but I always get a notification that I can't afford to sign any free agents regardless of how much I offer them. I even tried to offer somebody like $100,000 and it still wouldn't let me (not that he would accept it anyway). Is there anyway I can address this or work around it or am I stuck to my farm system and/or only making trades throughout the year? Any help would be appreciated. Thanks!

when you start your franchise you have to choose to not have a salary cap for the teams. Then you can sign anyone you want. But it has to be done in the setup of franchise.
