From the same state that tried to take away control of your house's air conditioner..

The state of California is currently mooting banning the sale of new dark-colored cars, starting in 2016. Why? Because they retain more heat, the air conditioner has to work harder, and thus more carbon emissions...

California to reduce carbon emissions by... banning black cars?!

So if this goes through, black "and all dark-hued" cars will be banned from sale.

Are you fucking kidding me?

Seems like an overblown article to me - it's hardly a total ban - if you read CARBs proposal linked in the article, what will happen if they don't do it? Cars banned from sale? Thrown in prison? Hardly:

"Automobile manufacturers must include statement in owner’s manual that failure to use specified paint may impact occupant’s thermal comfort."

Also, they are just trying to make the paint manufacturers improve their paints' reflectivity - whether that is a good idea or not, I don't know, but again, it's hardly a ban - the paint manufacturers are just going to have to work on some R&D.

When you read the link the section you describe is a warning if the car gets repainted or reupholstered. (Its in the section on recoating operations).

The slide before that states "Paints/Coatings on LDV & MDV reflect at least 20% of impinging solar energy" and "Requirement begins in 2012 model year." I think that's what SirFozzie was referring to.
