It measures how quickly and enthusiastically a player will celebrate a meaningless personal goal in the middle of the game, I think.

Yeah, you get an adrenaline boost and turn superhuman. All you have to do is jack someone up on a tackle and hit 5 buttons in sequential order to make your player's chest puff out as he strides back to the huddle.

Madden team is claiming that the swagger rating is just an attribute that affects the likelyhood of the player celebrating during or after a play.
