I moved the Anaheim SC8 team to LA and had a roster of all LA players in a few years. I had to move some players out of position to fufill the requirements. My teams were not good of course. I had to cut non-LA players and some were popular, hurt our team morale.

I usually try to recruit from CA if the team is located in CA, NV, AZ. TX if the team is in NM, CO, TX, LA, OK, AR. NY if the team is in ME, NH, VT, MA, RI, CT and NY.

I once recruting the dumbest players with no talent at Troy State and I gave them 100 free time with their girlfriends. 35% flunked out, 0 wins. I had to laugh at the results.

Next time you should try partying with your players. Take a Canon with you too.
