Just a guess, but I'm thinking that it was a small dog in a carry on bag. The support dog excuse is generally for larger dogs, where people don't want to crate them and put them in the cargo hold.

I know some of the information in a story like this can be inconsistent and inaccurate, especially early on, but, I've read that the dog WAS a short-nosed dog, but was not on the list of dogs that United won't let fly with them. And I'm not positive those rules even apply to dogs who are carried in rule-compliant crates that fit under the seat. I've also read that this dog was being carried in a rule-compliant crate, and presumably then, the dog could have fit under the seat (and also then, presumably was not an emotional-support dog, just a regular-old tiny dog that can fly on almost any flight). So, it's bewildering why a flight attendant would order it be stored in the overhead bins. Which are not not airtight, but, I imagine still are a very risky environment for a stressed short-nosed dog. It really sucks when negligence of others kills your pet because there's really no recourse. It's not like the guy United dragged off the flight where United was as fault, but the guy was still being kind of a dick and then got rewarded with a big settlement. There's really no financial recourse for the loss of the pet. Maybe United will refund a portion of the $150 pet fee and give them a discounted drink coupon. The reaction to cell phone video of a passenger arguing about not putting their dog in the overhead bin would have been interesting if not for the death.
