The U.N. regulating the internet. Yeah, that's exactly what we need...
And no, on-line gambling is not regulated. It is illegal to run an on-line gambling business in the US. But as far as doing anything with on-line gambling and the actual internet, the US government does not (and can not) do any kind of regulation of it. And example would be alcohol. The US can regulate the sale of alcohol in the US. But, it can not stop a company from another country freely selling alcohol from a .com address. It might be illegal for a US citizen to buy it, it would be illegal for a US company to sell it like that, but as far the internet and the .com address goes, it's all fair game.
