The set of clues, eventually, will be revealed to each connect to a single word that is essential to one of the amendments to the U.S Constitution. Most are words that are either included in the amendment text itself, or else in the most frequently used summary of the amendment. The list, in amendment number order, is as follows:
1 Expression 2 Bear 3 Quarter 4 Seizures 5 Jeopardy 6 Process 7 Jury 8 Cruel 9 Rights 10 Powers 11 Immunity 12 College 13 Freed 14 - Equal 15 - Vote 16 Taxes 17- Senators 18 Prohibition 19 Suffrage 20 Terms 21 Repeal 22 Tenure 23 D.C. 24 Poll 25 Succession 26 Eighteen 27 Pay The clues, however, are not in that order they are in order of the modifying number that precedes each one. Cracking the code from here involves two fairly straightforward mechanical adjustments, in whatever order you choose: assembling the clues in amendment order, and adding the modifier number to the amendment number for each. The result for each becomes a number from 1-26, which directly map to the letter of the alphabet. 2-5-18-14-19-20-5-9-14-19 -20-9-20-12-5 - 15-14 - 20-8-5 - 12-1-19-20 - 15-14-5 A simple conversion from here, with some common sense spacing, yields a description of the final answer: BERNSTEINS TITLE ON THE LAST ONE A search for literary treatment of the 27th amendment yields a scholarly article by Bernstein entitiled: The Sleeper Wakes: The History and Legacy of the Twenty-Seventh Amendment Thus, the password was: thesleeperwakes
