After being tipped, the ball hit the ground in-bounds. How long does it take to hit the ground, bounce up and fall back to the ground? 1 second seems reasonable.

The ball was touched in bounds, and the play isn't over until the ball touches something out of bounds. Since it did bounce pretty high, it could have been a full second between being touched in play then hitting the chair out of bounds.
