I actually like QB rating

If I was going to tweak it I might use these metrics though

Net passing yards(after sack adjustments) per drop back
Touchdown percentage per drop back
Turnover(Int plus fumble) percentage per drop back
Third/fourth down conversion rate via the pass

Scale these numbers on a 1 to 40 basis(39.X is dumb) based on the best seasons recorded in each category

If we could add some sort of points per red zone trip into the equation I like what Steve is saying.
