Yep. Eddie Van Halen. The dude next to him is Phil Xenedis, a session musician out in LA. Apparently Phil is a huge VH freak and Eddie was checking out his rig when Phil's phone rang. His ring tone is Unchained. So that made Eddie his new best friend.

My guess was Peter Noone of Herman's Hermits.
