FOF: Staff Hiring Spending Limits

While going through the staff hiring in the CFL in my Sacramento Dragons dynasty, I've had to deal with spending limits. One thing I've never noticed before is that if you do not sign a coach in one stage, your spending limit will go down in the next. Now, I've never noticed this before, since I've kept offers to coaches in all periods, instead of removing the offer and making a new offer to someone else. So here is my question: do the coaches not sign because my old offer is still in there, while my owner has lowered the spending limit? In my particular situation, I made an offer that was the max my coach would allow in stage 1, $2.71 m. After 2 stages of a coach not signing, I remove that offer and make one to a different coach-- only to find that my max is now $2.15m. So I guess what I'm wondering is, is if my previous offer had been automatically rejected by the coach because of shrinking spending limits. Any thoughts on this?

I've kept my old offer on the table (since I was at the max) and eventually had the coach sign it in MP.

Now I'm wondering if the limits always decrease, or if it happened as a result of me signing a HC and OC, impacting available money for a DC and scout.

I've seen the limits decrease every time.

thanks for the input guys. I guess the lesson here is don't change your mind about which coach you want near the end of the staff hiring period.
