Maybe he was going for the "Fair Catch Interference" call, and didn't get it. Remember, the game cannot end on a defensive penalty.

Sounds like the time Barry Foster played a kickoff return like it was a punt and just let the ball bounce around in the end zone until the coverage team picked it up for a TD. |

you can also take a free kick from a fair catch (not sure if it's just a kickoff or if punts count too) even if there is no time left on the clock.
