Another CM4 Question-- lower leagues

I just have a question in regards to playing as some of the lower league teams in CM4....I love the idea of the challenge and starting with nothing and making a contender. My question is this-- Is there an easy way to find players transfer/loan listed, aside from just the "well-known" players?? I figure I could loan in some higher leagues' reserve/youth players, but the idea of manually going through each individual team, then filtering to reserves/u19 team, then checking wage requirements, etc would be a real pain...Seeing as though I only have one scout, I would think the scouting the teams route would be difficult. Basically what I'm asking is would there be any hope in finding players this way or am I stuck searching team by team??

Or set your scout on the level your interested in (that is a handy little thing too).

So correct me if I'm wrong, but I guess since I'm playing low-league football (Gravesend--Conference), I may as well sign a handful of cheap scouts and basically carpet bomb the area having them look for realistic targets for my little club??
