They changed it...now you have to pay to "lock" players in...basically you can't test out your own formation, you can only get what it throws at you.
Edit: You can change the tactics of players...just click the drop down menu under the player's name, like you would for match orders. This way you can change the formation it throws at you, you just can't do anything about putting specific players at specific positions.
