He is required by law to report to the proper authorities regarding any instances of neglect or abuse that he hears about. I train my leaders that if a kid *EVERY* says "I want to tell you something, but I want you to promise me that you'll never tell anyone," that the proper response is never to make that promise. Instead, I instruct them to say, "I can't always keep that promise. There are some things that I'm not allowed to keep to myself--by law. I *CAN* promise that I'll support you and be there for you no matter what happens if you tell me." That way the kid doesn't feel like trust has been broken.
