I think you are right in a sense, when you try to sign someone, the AM merely represents what the board is telling you. But in either case, something is off, whether it's the board evaluation or the AM doing it. The scouts evaluation of player talent is way off also. You might run into it if you manage to promote up, especially if you make it to the premiership.
