The Japanese will have a finite number of men. It is quite possible to wipe out every unit on the map. However, as WSUCougar said, this is only the beginning, and the Japanese NEVER retreat!

We know we achieved our mission when either our last troop is pulled off of the map or the time limit expires. At that point we are shown our victory points and casualties compared with the Japanese. In a Delay mission like this one, we get more point for each turn we hold the victory hexes. I'm pretty sure we will end up having to retreat, but who knows?
